The Football Association has submitted a dossier to Uefa in which it argues that Rooney should receive only the mandatory one-game suspension and it intends to appeal any extended ban.
However, the case is likely to rest on the interpretation of article 10(d) of Uefa’s disciplinary regulations, which states the “suspension for three competition matches or for a specified period for assaulting another player or other person present at the match”.
The FA has accepted that Rooney deserved to be sent-off in last Friday’s 2-2 draw but is expected to argue that his behaviour in kicking out at Montenegro defender Miodrag Dzudovic was simply a moment of petulance rather than an act of violence.
Referee Wolfgang Stark has noted in his report that Rooney left the field of play immediately and the FA hopes that will count in his favour.
As part of its dossier, it has submitted DVD evidence as well as personal submissions from Rooney and England manager Fabio Capello.
