Football Association will argue that Wayne Rooney's red card against Montenegro warrants only a one-match ban

Rooney’s case is almost certain to be referred to the next hearing of Uefa’s Control and Disciplinary Body, which was due to take place this Thursday but is now expected to be rescheduled for Nov 17.
This is because the hearing into the English FA’s complaint about racist chanting of Bulgaria fans during their 3-0 win in Sofia last month has been put back so that the Bulgarian FA have time to submit their statement.
A final decision on the timetable for Rooney is anticipated on Monday and, although there is still the possibility of it being heard on Thursday, it appears likely that both his case and that of the FA against the Bulgaria fans will be held next month. There is also still the remote possibility of the Rooney incident not even being referred to the disciplinary panel.
A one-match suspension for Rooney is automatic and cannot be appealed, but the punishment can still be extended at the discretion of the disciplinary panel.
